Monroe County commissioners approve TRAN, paving contract and multiple grants, contracts and emergency repairs

The Monroe County Board of Commissioners on Feb. 5 approved a bundle of routine and emergency items, led by a tax revenue anticipation note and a paving contract.
Commissioners adopted a resolution awarding a 2025 tax revenue anticipation note (TRAN) to First National Bank in the principal amount of $6,274,623 with a low bid rate of 3.97 percent and fees of $500. The board also awarded the paving of the Sixth Street parking lot to Northeast Site Contractors for $76,735.50 (base bid plus alternate).
The board authorized multiple emergency repairs and agreements related to the Monroe County Correctional Facility (MCCF), including payment approvals and proposals to Superheat for emergency HVAC and boiler work. The actions included approvals for invoices and proposals that commissioners described as emergency work needed at the facility, and a separate proposal for Superheat in the amount of $316,692 to supply and install a boiler to address emergency repairs.
Other approvals included a $4,215 contract for incinerator testing with Resource Environmental Management, an $87,000 engineering services agreement with Verdonis (also referenced as Barton Lawson) for preventive maintenance on nine county bridges, and authorization to install temporary water‑filled barriers at Monroe County Bridge 22 with CMR Construction at $31,250.
The board approved subscription and licensing payments for county offices (Thomson Reuters West Complete Library subscription for $2,763.28 over 60 months), a $98,290.08 change order with Low Bar Construction for courthouse door and wall work, and procurement actions requested by the district attorney for forensic tools ($48,400) and a license agreement ($33,105). Commissioners also ratified grants including a Department of Homeland Security grant for $260,419, various CSBG subrecipient contracts, and a $87,000 county certification of funds to the Department of Agriculture for agricultural conservation easements.
Board business also included appointments and personnel ratifications: appointment of Wanda Lozoyne to the Eastern Monroe Public Library board, appointments to the Pleasant Valley Manor board of trustees, ratification of a CDBG extension request, authorization of a revised records management plan for the sheriff's office with Teliosoft, treasury transfers and the opening of an account for the TRAN, and approved capital purchases and computer capital purchases totaling about $15,513.46 and $1,527.52 respectively after a correction to the capital line item.
