County staff described the funding as support for rapid rehousing that provides rental assistance and supportive services for people who meet program criteria. During the public comment period, a member of the public asked, “What is Continuum of Care…and what's meant by rapid rehousing as well?” A county staff member replied that Family Promise and Pocono United Way are the listed subrecipients and said, “Family Promise…they do case management…and they also…give rental assistance where they would help somebody pay their rent to get started.” The staff member also said the funding is intended for Monroe County residents and that Family Promise must follow specific guidelines set for the award.
