Greene County commissioners approve series of grants, contracts and recorder-system purchases

The Greene County Board of Commissioners on Jan. 30 approved a slate of routine but budgeted items including small grant allocations, a three-year labor contract, the county audit services award, several change orders for the Silvious Building incubator project, and technology purchases for the recorder’s office.

The approvals were taken by voice vote during the commissioners’ meeting and were unaccompanied by extended debate.

The board approved a farmland preservation certification of county funds totaling $5,921 for the 2025 program year and an allocation of $10,000 from Act 13 funds to Waynesboro Borough for care and maintenance of the Waynesboro Commons (effective Jan. 14, 2025). The board also approved a county contract with the United Mine Workers of America, AFL-CIO, covering Jan. 1, 2025 through Dec. 31, 2027, described in the meeting as the negotiated agreement for court-appointed employees.

Separately, commissioners awarded the county’s 2024–2027 annual audit to Zelenkowski Axelrod (listed in the meeting materials as the best-value proposer). The contract amounts announced in the meeting are $63,008.75 for 2024, $65,700 for 2025, $67,006.25 for 2026 and $69,630 for 2027.

The board approved multiple change orders for the Silvious Building (described in the meeting as the county’s business incubator). Three change orders were presented as zero-cost time extensions tied to permanent power being established (varying from two weeks to seven weeks as listed). A separate change order for Waller Corporation for $1,260 covers changing hardwood to LVT in elevator landing and common areas with associated prep work.

Other items approved included a $75 allocation for burial expenses for an Army service member, an Emergency Management Performance Grant agreement for federal fiscal year 2025 between the Commonwealth of Pennsylvania (acting through the Pennsylvania Emergency Management Agency) and Greene County, and a 9-1-1 statewide interconnectivity grant agreement with PEMA (effective Jan. 14, 2025).

The register-recorder’s office presented two technology purchases: conversion of existing imaging records from the county’s prior imaging system to an IQS Infodex platform at a cost of $76,306.40 payable from recorder automation funds, and a separate IQS Infodex agreement to scan lot/plot plans at a cost of $5,831.95 payable from the recorder’s improvement fund. The conversion was described as a move to make county public records in the recorder’s office searchable on a single platform.

The agenda included 25 notices for review; no public comment was recorded and the commissioners adjourned.
