The Arizona House Rules Committee recommended a due pass for House Memorial 2001 and found it constitutional and in proper form by a vote of 5 ayes and 3 nays.
Counsel described HM 2001 as a request that the governor update and resubmit the executive budget proposal covering the next three fiscal years and told the committee he believed the memorial was constitutional and in proper form. "House memorial 2001 request that the governor update and resubmit her executive budget proposal for the next 3 fiscal years. We do believe it's constitutional and improper form being heard separately here," Mr. Holder said.
The secretary called the roll and the committee recorded a 5-3 vote in favor of giving the memorial a due pass recommendation and finding it constitutional and in proper form. Representative Contreras recorded a pass during the roll; Representatives De Los Santos and Mathis voted no. Speaker Montenegro, Representative Willoughby, Vice Chairman Carter and Chairman Hendricks voted yes.
The committee provided the recommendation; no floor action or amendment was adopted at the hearing.
