The House Ways and Means Committee returned House Bill 26 88 with a due‑pass recommendation as the routine annual conformity measure aligning Arizona tax statutes to the Internal Revenue Code.
Vince Perez, committee staff, explained the bill conforms Arizona tax statutes to the federal Internal Revenue Code as of a specified date. He said there were no federal changes in the prior year that would affect Arizona and therefore no fiscal impact for the current conformity bill. Molly Murphy, director of legislative affairs for the Arizona Department of Revenue, said the department supports the bill and confirmed there was no fiscal note because the federal code had not changed.
Representative Carter, sponsor, and other committee members said the annual conformity bill is standard practice to give taxpayers certainty when filing state returns. The committee returned the bill with a due‑pass recommendation by an 8–0 roll call with one member absent.
The bill updates statutory references to the federal code; committee testimony indicated no substantive policy change or fiscal effect this year.
