Board approves $6 million bid process for Garberville Veterans Hall despite objections about financing

The Humboldt County Board of Supervisors on Feb. 4 authorized staff to advertise a construction bid for a replacement or major renovation of the Garberville Veterans Hall, approving the move 3–2 amid questions about how the project will be funded.

The vote matters because it starts a formal procurement step that commits the county to a bid process for a roughly $6,000,000 project footprint discussed by supervisors and staff; opponents and some board members said the county does not yet have matching funds or a fully prioritized financing plan.

Supervisor Mike Wilson said he would vote no on the consent calendar overall because he was concerned about item 11, the Garberville Veterans Hall bid authorizing solicitation. Wilson said veterans in Garberville deserve a gathering hall but raised repeated concerns about the county’s long-term financing plan and the absence of matching funds. He noted the county’s capital financing plan has limited cash set aside for large projects and pointed to earlier estimates that had been much lower, arguing costs have escalated during repeated delays.

Supervisor Bone and others who supported the item said the community has been seeking this hall for years and that earlier opportunities to maintain or replace the facility were missed, increasing repair costs. Bone argued the county should “stop kicking the can down the road,” saying the community needs a functional veterans’ space and that construction costs are unlikely to decline. Another supervisor suggested the county add the project to its federal earmark list to seek outside funding.

County staff and other supervisors clarified the vote at this meeting merely authorized going out to bid to obtain contractors; it did not finalize matches or long‑term financing for the project. Roll call on the funding motion recorded a 3–2 result; Supervisor Madrone voted no, and the motion carried 3–2.
