Vermont DMV completes vehicle-services rollout; work on driver-services phase continues

Lisa Goggan, JFO contracted IT consultant, told the House Energy and Digital Infrastructure Committee that Vermont's DMV modernization project completed its first phase on schedule and has moved into phase two, focused on driver services and other customer-facing functions.
"Phase 1 was completed on time November 2024," Goggan said. She described Phase 1 as the vehicle-services portion that includes title and registration services and confirmed the system is live for routine customer transactions.
Goggan said the project vendor had prior successful experience in Vermont and other states and that the contract covers a five-year program budgeted at about $102,000,000, which includes roughly $56,000,000 in implementation costs and the remaining sum for operating and subscription costs in a cloud model.
The consultant said the project team delivered the vehicle-services piece and is now implementing Phase 2 (driver licenses and related services). Committee members raised schedule questions; Goggan said earlier dates in project documents do not reflect the current timeline and that the active timeline shows the project on track.
Goggan said the project team has used familiar vendor approaches and an implementation partner with a track record in other Vermont systems. She noted the migration to cloud-based subscriptions means the state will pay recurring maintenance and support costs rather than a one-time license fee.
The committee did not take formal action but heard the update and can request additional briefings if members want more technical or fiscal detail.
