House amends and adopts rules for 57th Legislature

The Arizona House of Representatives on Feb. 7, 2025, voted to amend and then adopt revised chamber rules for the 57th Legislature following a motion from the majority leader.
A majority-leader motion to amend the rules as printed and distributed — including technical and conforming changes to be determined by the chief clerk — was offered and carried on a voice vote. The House then moved to adopt the rules as amended and again approved that motion, with the clerk instructed to record the action and make technical and conforming changes.
The package of proposed changes had been placed on members’ desks at the start of the session. Majority Leader Carbone moved both the amendment and the adoption; the speaker called for ayes and nays and announced that the ayes appeared to have it on each motion.
The clerk later recorded attendance for the session as 56 present, 1 absent and 3 excused.
No roll-call tally numbers for the two rules motions were announced on the floor beyond the speaker’s announcement that the ayes carried each motion. The motions were formal floor business to set the chamber’s procedural rules for the 57th Legislature; no substantive policy provisions were debated on the floor during the motions.
The House proceeded after the rules votes to third readings and votes on several bills, which were recorded separately in the session minutes.
