Brighton seeks IGA with Lochbuie to offer town residents Brighton recreation passes at resident rates

Brighton staff recommended on Jan. 14 that the council place an intergovernmental agreement with the Town of Lochbuie on the consent agenda to formalize a long-standing arrangement allowing Lochbuie residents to buy Brighton Recreation Center annual passes at Brighton resident rates.

Assistant Director Carly Watts told the council Lochbuie is about six miles away, does not have its own recreation center, and for years the towns have informally allowed Lochbuie residents to pay Brighton's resident annual price while Lochbuie reimburses the city. In 2024, 79 Lochbuie annual memberships generated $31,600 and those passholders made 5,004 visits, which staff said yielded more revenue than those people would have produced if they paid a drop-in rate.

Watts said annual memberships improve predictability for staffing and equipment planning and generally benefit the recreation program's finances and retention. Staff recommended placing the IGA on the consent agenda for the Jan. 21 council meeting.

Council members asked whether similar arrangements could be explored with county areas that share a Brighton mailing address but are outside city limits; staff said they could explore agreements with Adams or Weld counties but noted Lochbuie reimburses Brighton directly under the proposed IGA. Councilmembers also confirmed the pass works when Brighton is on maintenance and other reciprocal arrangements with neighboring cities vary.

Action requested: place the Lochbuie IGA on the Jan. 21 consent agenda for council approval.
