Council previewed PPRTA-funded land acquisitions for Shelford Road project

City staff presented Jan. 14 an overview of a resolution to acquire multiple parcels and easements using Pikes Peak Rural Transportation Authority (PPRTA) funds for the Shelford Road project (North Carefree to Dublin).
Gail Sturdevinnett, city engineer and deputy public works director, described three targeted properties and easement needs: two parcels owned by the Olaceks (north and south portions) and one owned by the Vanderwegs. The purchases include right-of-way takes, permanent easements for stormwater access and other infrastructure, reserved easements for Colorado Springs Utilities related to the southern delivery system, and temporary construction easements. Sturdevinnett said the PPRTA board has already approved funding for the acquisitions.
Sturdevinnett gave square-foot amounts for each necessary acquisition. The larger Olacek South parcel would be an entire property take today and includes a significant portion that will be conveyed to Colorado Springs Utilities for utilities work. The Olacek and Vanderweg appraised and accepted amounts were cited in staff materials; staff said any single transaction above $100,000 requires council approval per the real-estate manual. The combined appraised amounts presented for the packages were in the mid-six-figure range.
Council members asked whether property owners had accepted the offers; Sturdevinnett said owners have accepted the city’s offers. Council members also discussed timing and consent-calendar placement; three council members who sit on the PPRTA board indicated assent to place the item on consent if negotiations and contingencies are resolved.
Staff said the matter will return to the Jan. 28 regular meeting for formal action and may appear on the consent calendar if the PPRTA and utility board steps align.
