Amy Cox, chief housing and homelessness officer, presented a draft of the City of Colorado Springs’ 2025–2029 Consolidated Plan, the 2025 annual action plan and the citizen participation plan required for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funding from HUD.
Cox told council the five‑year consolidated plan frames community priorities and goals and that the 2025 action plan describes funding priorities for the first program year (beginning April 1).
