The Fairview Board of Commissioners authorized the mayor to execute an agreement with GovWell Technologies on Feb. 6, approving a five-year contract intended to replace the city’s current IDT platform for permitting, code enforcement and public works service requests.
City planning staff told the board GovWell’s modular, by-module pricing would allow multiple departments (planning, codes enforcement, public works and permitting) to use the same system at an annual cost of $22,000 versus the city’s existing $26,000 annual contract with IDT. Staff said GovWell charges a one-time $12,000 implementation fee and that the city would lock the $22,000 price for five years (then a 5% annual escalation unless a new contract is signed).
Staff said GovWell’s implementation timeline is about 90 days and the city would aim to go live in mid-June; IDT data would remain accessible for 60 days after the contract end date of June 30 to allow overlap while staff transition records. The board approved the agreement by roll call: four ayes, one abstention (Commissioner Hall said he abstained because he missed the prior presentation). The motion passed with an abstention recorded.
Supporters said GovWell will let staff accept public works requests with photos, notify staff of assignments and improve customer service. Staff reported they solicited demonstrations from multiple vendors and checked references, including a similar-sized jurisdiction that transitioned from paper to an online portal. The approved contract includes $12,000 for implementation in the current fiscal year with recurring annual payments beginning July 1 for fiscal year 2026.
