Tempe resident complains of late-night construction near Rambler; staff asked to follow up

A Tempe resident told the City Council that overnight construction at the Rambler development on East Apache Boulevard is causing severe sleep disruption and harming his ability to study and seek employment.
Sean McNaughton said he lives roughly 15 feet from the Rambler site and described persistent nighttime noise from concrete pours, hammering and workers talking. McNaughton said the approved construction schedule included a midnight start and work beginning at 2 a.m. and asked the council to limit construction so residents can sleep.
"This relentless noise has taken a heavy toll in my life," McNaughton said, adding that fatigue has affected his studies and job search. He said he had contacted city channels including building inspections and site superintendent staff and that his requests for scheduling changes were dismissed.
McNaughton proposed allowing construction until 10 p.m. and resuming at 5 p.m. (the speaker's comment as recorded in the transcript said "resume at 5PM"). After McNaughton finished, Mayor Cory Woods asked Community Development Director Jeff Tamielewicz to speak with the resident before he left the meeting.
City staff did not take a council vote. The mayor's request for staff to meet the resident constitutes a staff follow-up direction recorded in the meeting.
