The council reviewed a draft request for proposals (RFP) for animal control services and voted to move the draft to the next council meeting for final consideration.
Staff said the city has an existing discussion with local providers and that Mesabi Humane Society and others may submit proposals. Finance staff confirmed approximately $45,000 remains in the budget for FY2025 and could be available for contract services. Councilor Johnson moved to forward the draft RFP to the council meeting for formal approval; the motion passed by voice vote. Staff said any provider that wants to propose a plan to use the $45,000 budget may do so in response to the RFP.
Councilors discussed interim invoices and recordkeeping; city counsel noted the city’s interim position was that the city would pay invoices only when proper documentation was provided and only for services the city requested or authorized. The RFP will proceed to the council meeting for formal action and return with any responsive proposals.
