Council approves lease recommendation for grader and purchase of utility truck from PUC

Public Works Director Jim Rosvid briefed the council on aging heavy equipment and recommended pursuing a lease for a new grader after one of the city’s three aged graders experienced a transmission failure.
Rosvid said the city’s graders are 25–30 years old and that repair options were limited; staff recommended a lease on a new machine to obtain warranty coverage and reduce downtime. Councilor Johnson moved to authorize staff to finalize a lease recommendation (including a smaller initial payment this fiscal year with budget planning for future lease payments); the council approved the motion.
The council also considered a request to purchase a used 2008 (noted in the presentation as 02/8550) Ford bucket/service truck from Virginia Public Utilities for $20,000. Rosvid said the city had borrowed the vehicle for service needs and that the PUC offered a purchase price rather than selling it on a government auction. Councilors approved the purchase; staff said they will cover the cost within departmental budgets and by surplus sales where possible.
Both items were approved by voice vote and recorded as committee direction to finalize procurement and budget adjustments.
