The Lewisville Planning and Zoning Commission voted 6-0 on motions tied to three final plats at its meeting on Tuesday evening, taking formal action to disapprove two plats because of listed deficiencies while delegating authority to staff to accept and approve the plats once required corrections are made; the commission also carried a third plat motion by the same margin.
The three items were the final plat for GTM Addition Lot 6 Block A (approximately 2.005 acres at 1102 and 1110 E. State Highway 121 Business), the final plat for Mystic Multifamily Lot 1 (about 7.667 acres northwest of the Lady Betty Drive and Kings Court Drive intersection), and the final plat of Quail Crest Addition Lot 2 R Block H (about 1.035 acres on the west side of Edmonds Lane south of West Purnell Street). Staff presented each plat, noted multiple deficiencies in the staff memo and backup, and recommended disapproval with delegation to staff to accept and approve after the deficiencies are corrected.
For the GTM Addition final plat, staff asked the commission to disapprove the plat as submitted and to delegate to staff the authority to accept and approve the plat once listed deficiencies were corrected. Commissioner Rick moved the motion; Jack seconded. The motion carried, 6-0.
For Mystic Multifamily Lot 1, staff again recommended disapproval due to deficiencies and delegation to staff to accept and approve after corrections. A commissioner asked staff to clarify the removal of certain water and sanitary sewer easements; staff explained that several easements shown were either not required or no longer needed and that required infrastructure needs are otherwise covered. The commission voted to disapprove and delegate authority to staff; the motion by Ainsley, seconded by Francesca, carried, 6-0.
On the Quail Crest Addition final plat, staff presented deficiencies and recommended disapproval with delegation to staff for final acceptance after corrections. Commissioner Francesca moved the motion; Rick seconded. The motion carried, 6-0.
All three motions directed staff to correct or confirm outstanding checklist items and then return final plats for signature by the chair (or the designated signatory) once the plats met the city’s development standards. The motions as recorded in the meeting materials used language disapproving the submitted plats for listed deficiencies while delegating to staff authority to finalize and approve the plats after corrections.
These actions were procedural and limited to the plats’ technical compliance with the Lewisville development standards; no rezoning or discretionary zoning changes were decided during these items. Several commissioners asked clarifying questions about easements and the nature of deficiencies; staff responded that the outstanding items were typically missing or incorrect information required by the checklist and that applicants normally address them through subsequent reviews before finalization.
Ending: The commission handled the three final-plat matters in succession and took identical procedural steps—disapproval for deficiencies and delegation to staff—so applicants may expect staff-driven follow-up to correct the listed items and finalize the plats without returning each corrected submittal to the full commission unless an appeal or other discretionary issue arises.
