Sean Lewis, senior project manager for Kraus Anderson Construction, told the committee that the project team recommends finishing the solar design for a cost just over $15,000; design completion will allow the team to decide how much capacity is located on the roof vs ground to meet the state B3 energy requirements and produce a final, competitive contractor estimate. The project team estimates the system at approximately 410 kilowatts split between roof and ground arrays.
City staff confirmed the solar work was budgeted as part of the building project and that the additional design fee will remain within the overall project budget. Councilors asked whether the solar ground array would affect site aesthetics and maintenance; staff said the panels will be designed to allow turf maintenance underneath and that construction and maintenance implications will be included in final design decisions. Councilors also asked whether electric vehicle charging infrastructure has been planned; staff said electrical rough‑ins for future charging stations are in place but charging stations themselves are not part of the current contract.
Councilor Johnson moved to approve the change order; the motion passed by voice vote.
