The Facilities Committee was told on Feb. 6 that construction crews discovered sections of the Richborough Elementary parking lot where the base layer had failed after the top layer was removed for resurfacing. CHA engineers on site recommended full‑depth replacement of approximately 7,250 square feet to prevent immediate and accelerated failure in the freeze‑thaw season.
"It was an unforeseen condition because the existing paving really wasn't showing any kind of spidering or any kind of cracking that would have indicated that we had to do a full depth replacement," a CHA representative told the committee during the presentation. The contractor Penn Builders will receive an additional payment of $50,664.28; staff said the amount will be charged to the project budget.
Committee members asked whether the cost would come out of the project budget; staff confirmed it would. After brief discussion about signage and other minor concerns, the committee chair said the change order will be placed on the next board agenda for formal action.
The committee did not vote on the change order at the Feb. 6 meeting; the item was scheduled for the board's next business meeting for formal approval.
