Commission approves closure of unimproved Piggies Avenue right-of-way for infill development, requires replanting within six months

The Tyler Planning and Zoning Commission approved a request to close an unimproved portion of right-of-way north of the Piggies and Harmon intersection, a parcel the applicant said has never been used as a street and is intended to be added to adjacent lots to facilitate infill housing.

Planning staff reported that the subject portion of right-of-way is unimproved and that adjacent parcels to the east and west are owned by the applicant. Of eight mailed notices, staff said none were returned either in favor or opposition. City departments reviewed the application and did not anticipate significant impacts to services or facilities.

Staff recommended approval subject to the right-of-way area being replanted within six months. The commission moved and seconded approval with no public opposition recorded during the meeting. The motion carried and the closure was approved; staff will monitor compliance with the replanting requirement.

The closure enables the applicant to add the vacated strip to adjacent lots to facilitate infill single-family and single-family attached development. The item will proceed to the City Council for final action per the commission’s advisory role.
