PXU board affirms dismissal, approves organizational restructuring and preliminary RIF notices; approves alternative-to-expulsion placement

The Phoenix Union High School District Governing Board on Feb. 6 affirmed a hearing officer's findings and confirmed the dismissal of a certified employee in case 2024-2025-01E.
Representative Aaron Marquez moved to accept the hearing officer's findings of fact and the hearing officer's conclusions of law (except conclusion of law number 7) and to affirm the dismissal of certified employee 2024-2025-01E; Clerk Olivia Oliver seconded the motion. The board called for the vote and recorded the motion as carried.
Later in the meeting the board voted to combine and approve two items: the recommended list of positions to eliminate (preliminary reduction in force) and approval of the district's revised organizational structure for the 2025-26 school year. Superintendent Estela Andrade presented the proposed leadership organizational chart and said the changes were expected to yield roughly $1.7 million to $2.0 million in annual savings for 2025-26. Andrade said the preliminary RIF accounted for nine positions in a collapsed portfolio division and that five of those positions were currently vacant.
Representative Marquez moved to combine item 9J with item 12C and to approve the package; Board Member Cross seconded. The motion passed on voice vote.
The board also approved the superintendent's recommendation for an alternative-to-expulsion placement for a student identified as 202202425-07. Representative Marquez made the motion and Board Member Francisco Pastor Rivera seconded; the motion passed.
At the close of public comment the board asked the superintendent to investigate a transportation complaint raised by Katrina Lewis about lengthy bus rides and alleged bullying by a bus driver; President Napa asked staff for a timeline of communications on that matter and copies of student statements the parent referenced.
During the meeting the board appointed members to the budget advisory committee; individual board members announced their appointees and President Napa said outstanding appointments will be made at the March meeting.
The motions recorded at the meeting were procedural and were approved by voice vote; the meeting minutes record the motions, the movers and seconders, and that the motions carried.
