The Pittsfield City Council approved an order to borrow up to $1,040,000 to construct a taxi lane at Pittsfield Municipal Airport, voting unanimously on the borrowing authorization after first waiving a procedural rule 10–1.
The borrowing order, submitted by Mayor Marchetti, covers construction of the taxi lane that will provide vehicle and aircraft access to a development area where the city has signed a ground lease for a new hangar. The council first voted to waive Rule 27 so the item could be considered; Councilor Sayer moved the waiver, which passed 10–1. After brief questions of airport staff, Councilor Warren moved approval of the borrowing order, and the motion passed unanimously.
The airport manager told the council that the item listed in the mayor’s communication as "Taxiway A" contains a typographical error and that the work is for the taxi lane servicing the new hangar development area. "It's the taxi lane for the development area that we've been working towards and signed a lease for," the airport manager said. He said planned paving was delayed by the federal fiscal year schedule and by seasonal limits at the asphalt plant, and that crews anticipate paving when the plant reopens in the spring. "As soon as we have that taxi lane in place, revenue will begin for that ground lease," he said, noting the lease for the first hangar is already signed.
Councilors asked staff to confirm the wording in the mayor's paperwork to match the site as the taxi lane rather than "Taxiway A." No other substantive changes to the order were presented during the meeting.
Action details: the council waived Rule 27 (motion by Councilor Sayer) by a 10–1 vote and then approved the borrowing order (motion by Councilor Warren) by a unanimous voice vote.
