Kayla Dornfeld and Tiffany Klingenberg told the council they had an informal homeowners association that previously arranged for snow removal and other maintenance, but that the association has no recorded governing documents and little money. Dornfeld said previous attempts to locate formal documentation failed and that she had searched county records without success.
