Council approves amended consent agenda, adds ordinance banning camping on city property

The Shakopee City Council on Feb. 4 voted unanimously to approve an amended consent agenda that bundled more than a dozen routine items and included a late addition to the agenda to amend the city code to prohibit camping on city-owned property and in street rights-of-way.
The consent agenda contained administrative and capital items the council approved together to expedite action. The package approved by the council included declarations of surplus property, LED lighting upgrades, permits and licensing for special events, design and bidding authorizations for multiple roadway and infrastructure projects, grant applications, and gambling premise permits.
City staff read the consent-list aloud to the council before the vote. The amended agenda added item 10C, an amendment to the Shakopee City Code that creates section 130.23 prohibiting camping on city-owned property and in street rights-of-way. Councilors approved the amendment as part of the consent motion.
Key items approved on the consent agenda included: declaration of property and one vehicle as surplus; LED lighting upgrades; a special-event permit and temporary liquor license for the Shakopee Chamber Visitors Bureau; authorization to bid the Stagecoach Road improvement and the 2025 pavement rehabilitation projects; acceptance of a design-services proposal from Kimberly Horner & Associates, Inc. for the Old Carriage Court corridor improvements; approval of broadcast-equipment upgrades for the council chamber from CTI; application for the FEMA Staffing for Adequate Fire and Emergency Response (SAFER) program grant; acceptance of a Department of Energy energy-efficiency and conservation block grant award; authorization to bid the 2025 SCADA system expansion; fee-schedule modifications; a cooperative agreement with Scott County for construction and maintenance of a roundabout at County Highways 79 and 78; hiring of a community outreach coordinator (grade 160, step 4); and gambling premise permits for the Shakopee Trap Club and AMVETS Post 1.
Mayor Lehman called for the vote; councilors responded “aye” and the motion passed without recorded opposition or a roll-call tally in the meeting minutes.
The council did not debate the individual items at length during the meeting. Several items — notably the city code change banning camping on city property and rights-of-way (10C) — were added to the consent list after discussion earlier in the agenda and were approved by consensus to be placed on consent before the final vote. Staff advised that the city will proceed to implement the policy changes and administrative actions approved in the consent package.
The council returns routine items to consent when staff and council agree the matters do not require separate debate; the items approved Feb. 4 will move into implementation or the bid process as appropriate for each project.
