Planning director corrects record on Safe Streets for All grant; NEPA review delayed consultant procurement timetable

Poulliot said the project budget totals $400,000: $320,000 in federal grant funds from the Federal Highway Administration’s SS4A program and an $80,000 local match. He said earlier public comments had misstated that the council appropriated $720,000; the correct appropriation actions were acceptance of the $320,000 grant and appropriation of $400,000 to the grant account to pre-fund expenditures that will be reimbursed by FHWA as costs are incurred.
The director provided a timeline of the grant process: initial application in August 2023, award announcement in December 2023, grant acceptance and revisions through early 2024, NEPA-related pause and contract revision in mid‑2024, final grant agreement executed August 2024, and RFQ release for consultants on Jan. 2025 with responses due Feb. 6, 2025.
Poulliot acknowledged the NEPA process created a scheduling delay because SS4A planning-only grants required additional federal review before contract execution. He said the Planning Department released a request for qualifications on Jan. 2025 and expects to select a consultant following responses due Feb. 6, 2025. "While addressing the NEPA process did take some time, the city remains well positioned to complete its project by the contractually agreed-upon February 2026 deadline," Poulliot wrote in the communication.
The council voted to place the communication on file. Poulliot’s letter reiterated that the city will be reimbursed $320,000 by FHWA upon completion of grant-funded expenditures and that the city’s net local investment will be $80,000.
