County OKs $1.8 million procurement for commercial kennels at Bishop animal shelter

Manatee County commissioners authorized a purchase order on Feb. 6 for $1.8 million to acquire eight commercial modular kennel units for the Bishop animal shelter.
Carrie Knight, director of property management, said the units will provide roughly 100–130 kennel spaces (the vendor’s configuration includes interior climate-controlled dog boxes and exterior runs). Knight said the decision to procure the modular units outside the larger adoption-center contract reduces the overall contract cost and insurance exposure for the county contractor.
The vendor will deliver the modules in sets of two beginning this summer after concrete pads and underground utilities are installed; county staff said placement and installation will proceed as site work completes and that the shelter aims to close and vacate the Palmetto temporary site by year end. The county expects the modular units to be installed sequentially as site preparations finish.
The procurement was placed on the regular agenda at staff’s request to reflect the time-sensitive supplier schedule. The purchase order passed unanimously (6-0) with Commissioner Sadiq absent.
During public comment a resident raised questions about prior contracting timelines and design selection; staff said lead times have lengthened overall for modular providers and that placing the order now secured a better delivery queue. County staff said they will bring associated Guaranteed Maximum Price (GMP) contract amendments to the board for site-work and adoption building construction in coming weeks.
