Joint committees pass housing, public-health and environment bills; attorney general prompts deferral on service-animal measure

Joint legislative committee members on Friday, Feb. 7, 2025, voted to advance a package of bills addressing senior housing, homelessness response programs, accessibility for people with disabilities, recycling and several water and wastewater measures while deferring a high-profile service-animal bill for further drafting.

The committees passed Senate Bill 878, which extends the state rent supplement program for kupuna, and approved Senate Bill 1610 (Ohana zones) with amendments to clarify program definitions and funding relationships. Committees also agreed to pass Senate Bill 14‑96 (deaf‑blind task force/civil rights accessibility standards) with technical amendments and a defective effective date to allow further work on implementation details. Lawmakers advanced recycling and e‑waste legislation (SB 12‑98) and a cluster of environmental and water-related bills—SB 9‑84 (runoff liability), SB 5‑13 (water), SB 5‑20 (wastewater systems) and SB 7‑38 (PFAS and sludge land application)—with committee amendments. The committee also approved funding language for an avian influenza response bill (SB 15‑91) including the $293,000 Department of Education request called out in committee.
