North Bend accepts three RRFB pedestrian projects as complete; retains released after underrun

The North Bend City Council on Feb. 4 adopted a resolution accepting the city’s 2024 RRFB (rectangular rapid flashing beacon) capital project as complete and authorizing release of retainage to the contractor.
City engineering staff described the action as a housekeeping item to close out three newly installed RRFBs constructed in 2024 at: Ballarat Avenue NE and the Snoqualmie Valley Trail; Southeast Mount Si Road and the Snoqualmie Valley Trail; and North Bend Way and Orchard Drive (the latter replacing an older unit). Staff said the devices provide a public-safety benefit by improving driver compliance and reducing pedestrian anxiety when crossing.
Mr. Rigos, the city engineer, said the overall project bid was about $266,000 and that construction finished under budget by roughly $32,000. Council Members praised the installations and discussed the potential to add more RRFBs in future budgets. One council member noted an access issue at the North Bend Way/Orchard Drive beacon and asked staff to evaluate approaches such as additional asphalt or other access improvements.
Council Member Cohen moved to approve AB 25-011 to accept the 2024 RRFB capital project as complete and authorize release of retainage; the motion passed unanimously.
