The Committee on Aging, Equity and Disability instructed the Department of Civil Rights and Equity to work with the Commission on Native American Affairs of the County of Los Angeles and representatives of local tribes to prepare a report on a city land-recognition policy and to identify historical and cultural components for consideration.
The motion reads in part that the department, in collaboration with the county commission and tribal representatives, and with assistance from the legislative analysis office, should report on creation of a city land-recognition policy and provide a revised report addressing regional historical and cultural components necessary for consideration by the city.
A departmental representative (name not clearly specified in the transcript) said the department had already done preparatory work, had drafted language consistent with some county recognition language, and had reached out to approximately 14–15 tribes in the county; five had responded. That representative and another staff member who has worked directly with tribes described plans to facilitate tribal participation and to pursue an inclusive recognition approach.
Councilmember Rodríguez presented written recommendations and asked the committee to file and approve them. The recommendations, as read into the record, included: convening a pre-meeting with all commission members to present a recognition statement to the full commission, confirming funds in the Department of Civil Rights and Equity to convene the pre-meeting, directing the CAO to report on creating a part‑time position to assist the department with the activity, asking the commission to identify initiatives and activities to recognize tribal contributions, and instructing the CAO and the Department of Civil Rights and Equity to review a recent memorandum of understanding related to the commission and recommend modifications.
Committee members praised the approach as feasible and emphasized the importance of ensuring sufficient representation and that the effort be affordable. The committee voted to file and approve the recommendations; Member Soto Martínez, Member Nezarian, Member Jurado, Member Rodríguez and Councilmember Padilla voted yes and the motion passed 5–0.
Staff indicated a goal of preparing a draft recognition by November (the transcript references November as a target month) and emphasized the department’s intent to make the process inclusive of tribal voices.
The committee did not take additional substantive actions beyond filing and approving the recommendations and instructing staff to proceed with the steps outlined in the motion.
