Council approves lease rider to unlock Head Start funding for Evanston Child Development Center

The council approved Resolution 25-09, authorizing a lease rider with Evanston Child Development Center Inc. and the U.S. Department of Health and Human Services, Administration for Children and Families, to document leasehold improvements required for Head Start funding.
Kendra West, representing the child-development center, told council members the rider is an Office of Head Start requirement to release grant funds and “doesn’t change the lease, just gives additional details and information that is required by the Office of Head Start.” She said the funding referenced in the rider is a new funding source for hub improvements.
A council member moved and the council approved the resolution by voice vote. Staff indicated the rider mirrors a prior council-approved instrument used for other city property work and applies specifically to the hub (the former East Scribe building) to allow release of federal funds for the identified improvements.
Councilors offered brief thanks and recognized the project’s community benefit; the resolution passed without amendment.
