Carpinteria Summerland Fire board adopts FY appropriations limit; approves minutes and financial reports

The Carpinteria Summerland Fire Protection District board of directors on Tuesday adopted the district's appropriations limit for fiscal year 2024'25 and approved routine minutes and its financial reports.

The appropriation limit resolution (listed in the agenda as Resolution 2025-01) formalizes the district's calculation under California's appropriations (Gann) limit law, which sets the maximum amount of tax revenue a local government may collect. A director moved to adopt the resolution and another director seconded; the board adopted the resolution by roll-call vote. Directors Susie Kaufman, Jenna Jenkins, Randy McLeod and Doug Spaulds recorded "Aye." The roll call included Director John Niccoli and the motion passed.

The board also approved the minutes of the Dec. 4 regular meeting and accepted the financial reports. A motion to approve the financial reports was seconded by Director Randy McLeod and carried on a verbal vote of "Aye."

Adopting the appropriations limit is an annual statutory requirement for California local governments; district staff reported that the calculation shows the district remains well under the legal ceiling. No changes to tax rates or new levies were proposed during the action.

The board did not specify additional conditions tied to the resolution. The district will post the adopted materials with its public records.

The board is scheduled to consider its preliminary 2025'26 budget after a finance-committee review in March and expects to present a proposed budget to the full board at the April meeting.
