The South Russell Village Planning Commission approved a request to install a new black chain-link fence, approximately 4 feet high, at 521 East Washington Street.
Mark Smith of Heritage Landscaping and Fencing presented the application on behalf of the property owner, Jackie Stimic of 521 HQ LLC. Smith explained the fence would create a small, contained area for the owner’s dog during visits. He told the commission the nearest property line is approximately 15–20 feet from the proposed fence and that the fence location sits well back from the road and largely within a wooded area.
A commissioner noted that the village setback for fences is three feet; staff confirmed the proposed installation met that requirement. Smith said the dog’s owners are present two to three days a week for several hours and that the fenced area would prevent the animal from being let out unattended: “they won't be able to just let their dog out and not have to put them on, a lead or some kind of stuff,” according to the applicant’s statement recorded in the hearing.
Commissioners raised no objections and voted to approve the fence. The recorded roll call showed the motion carried; the names recorded during the vote included Ruth and an entry transcribed as "Felice Marina" (as spoken during roll call). Staff will record final as-built location and ensure installation conforms to the approved materials and height.
The applicant was reminded to comply with any conditions related to property line setbacks and to coordinate scheduling for installation.
