Holyoke Public Service Committee approves mayoral appointments, withdraws duplicate nomination

Juan Anderson Burgos, chair of the Public Service Committee and Holyoke Ward 6 city councilor, opened the Feb. 5 committee meeting and led members in approving minutes and recommending several mayoral appointments to the full City Council.

The committee unanimously approved the minutes from its Oct. 29, 2024, meeting and voted to forward four mayoral nominations to the full council for final confirmation on Feb. 18. The committee also voted to withdraw a duplicate nomination for the same library seat that had already been approved earlier in the meeting.

Beverly Blanchard introduced herself after Mayor Joshua Garcia nominated her to the Holyoke Public Library Board of Directors. Blanchard described her background in national service programs and local nonprofit work: “My name is Beverly Blanchard. I am a former, I would say, AmeriCorps member, Mount Holyoke graduate, Urban League RSPP director,” and said she has worked with underserved, multicultural and low-income populations in the Greater Springfield area. The committee approved the mayor’s recommendation for Blanchard to serve a three-year term expiring in February 2028 and will forward the appointment to the full City Council for final action.

A subsequent, separate mayoral letter that would have appointed Blanchard to a term expiring in February 2025 was withdrawn at the committee’s request after members said the shorter-term nomination was rendered unnecessary by the committee’s earlier approval of the three-year appointment. The committee recorded the withdrawal and took no additional action on the duplicate item.

Thomas “Tom” Gilchrist spoke about his library experience after Mayor Garcia nominated him to the library board for a term expiring in February 2026. “My name is Tom Gilchrist and good evening everybody,” Gilchrist said, describing past roles as director and assistant director at public libraries and work in library space planning. The committee approved sending Gilchrist’s nomination to the full City Council for final confirmation.

Joseph Black, nominated to the Recycling Advisory Committee for a three-year term expiring Aug. 1, 2027, said he is a student at Holyoke Community College studying liberal arts and sciences with an interest in environmental health and sustainability. “Environmental health sustainability and policy has always been a real big passion of mine,” Black said. The committee voted to forward his nomination to the City Council.

Tiffany Espinosa, nominated to the Holyoke Redevelopment Authority to fill the remainder of a term expiring Nov. 1, 2029, outlined professional experience in workforce and economic programs and local economic development initiatives. Espinosa said she was drawn to the redevelopment authority because “the work of the redevelopment authority that's really at this intersection of government and business and community advocacy” and noted experience with historic preservation and small-business programs. The committee approved forwarding her nomination to the full council.

All committee recommendations and the minutes will be considered by the full City Council at its Feb. 18 meeting. Committee members told appointees they may attend that meeting in person or by Zoom for the final vote. The committee adjourned after completing the agenda.
