Commission approves CWSP amendment for Cornerstone Presbyterian expansion after MetCom hydrology briefing

The Planning Commission on Jan. 22 recommended that the Board of County Commissioners amend service area map 3‑35 to change the Cornerstone Presbyterian Church property from W‑6 to W‑3D so developer‑financed community water can be extended to the existing church and its proposed expansion (an additional 19,575 square feet).
Planning staff said the proposal is in a development district, the expansion is permitted by zoning, and technical review found the Lexington Park water distribution system could provide the requested capacity. Jeff Jackman noted the anticipated daily demand would be equivalent to roughly six dwelling units and that the Health Department and Metropolitan Commission raised no objection.
During public comment, nearby resident Jeffrey Dronenberg (a former Cornerstone member) described past low‑pressure problems in parts of Town Creek Manor after the 1999 drought and asked whether the proposed extension would improve local capacity. Chad Frederick, MetCom’s chief engineer, replied the church extension would require running a larger main and installing a hydrant and that the developer would finance the extension; a hydrant and increased main capacity would be designed to provide water for sprinklers and fire flow.
Project representatives said the planned improvements include fire flow and a hydrant near the site; the church building will be sprinklered. With that clarification, commissioners voted to recommend the W‑3D change; Commissioner Thompson moved the recommendation and Miss McNeil seconded. The motion carried with all in favor.
The planning commission recorded the matter for transmittal; the site will return for concept/site‑plan review and final engineering.
