Planning commission approves concept site plan for PNC Bank in Lexington Park

The commission accepted the staff report and found that the concept plan meets the objectives of the county zoning ordinance for concept approval, Planning Department staff member David Barry told the commission. Barry said final findings on adequate public facilities — specifically water, sewer and other engineering items — will be made administratively by the planning director as a prerequisite to final site-plan approval.
Staff analysis submitted for the meeting said the proposal lies within the Lexington Park Development District commercial mixed-use zone and conforms to site-design and use classifications in the zoning ordinance. Barry said the site was reviewed by the Technical Evaluation Committee in July and that staff identified no issues that would prevent a favorable determination at the concept stage; any outstanding engineering or adequacy questions will be resolved through subsequent engineering studies and final design under chapter 70 of the ordinance.
Aubrey Nacki, the project architect, and Noel Trent of Boller Engineering answered technical questions from commissioners and confirmed the former service station on the site had its underground tanks removed and that the Department of the Environment had issued approvals for the removal. The applicant's agent and architect said the building design follows PNC's standard prototype and will be LEED-oriented.
Commissioner Evans moved to approve the concept plan; Commissioner Chase seconded the motion. The commission voted unanimously to approve the concept plan.
Next steps for the project include the planning director's administrative determination that adequate public facilities exist or can be provided, followed by the applicant's submission of final engineering and any required permit applications.
Why it matters: The site replaces an auto service station and is in a commercial center on Route 235 (Three Notch Road). Approval of the concept plan allows the developer to proceed with detailed engineering and to seek final site-plan approval and building permits once adequacy is demonstrated.
