Planning commission approves concept plan and recommends CWSP change for Charlotte Hall Center lots

St. Mary’s County Planning Commission approved a concept site plan for six industrial lots at Charlotte Hall Center and recommended the Board of County Commissioners amend the county Comprehensive Water and Sewer Plan (CWSP) to change the water service category on about 20 acres from W-6 to W-3D.
The St. Mary's County Planning Commission on Jan. 22, 2007 approved a concept site plan and voted to recommend that the Board of County Commissioners amend the county Comprehensive Water and Sewer Plan to change the water service category for a portion of the Charlotte Hall Center property from W-6 (service in six to 10 years) to W-3D (service in three to six years, developer financed).
The commission approved the concept site plan for the subdivision that would create six industrial lots and allow an amendment to the CWSP to permit connection to an existing 8-inch public water main along Maryland Route 5. Bob Boles of the Department of Land Use and Growth Management told the commission the concept review is a precondition for the CWSP amendment and that technical agencies had reviewed the plan during the November 2005 Technical Evaluation Committee cycle.
Staff told commissioners a waiver from the zoning ordinance requiring connection to public sewer had been granted in March 2006 because no public sewer was available, and that formal engineering details would be addressed at the preliminary subdivision stage. Jeff Jackman (staff) and representatives of the developer were present for questions about parcel boundaries and where the extension would physically stop at the SMECO right-of-way.
Commissioner Thompson moved to approve the concept site plan to proceed with the CWSP amendment; Mrs. Guazzo seconded. The motion carried with the commission recording all in favor.
Following the concept approval, the commission opened a public hearing specifically on the CWSP amendment for the 20-acre portion of Parcel 453 (tax map 4, parcel 453) in the Fifth Election District. Jackman said Metropolitan Commission and the Health Department had reviewed the proposal and raised no objection to providing community water to the property. Staff estimated the additional demand at roughly 20 equivalent dwelling units over the five-year buildout and said the Charlotte Hall water distribution system could accommodate that increase.
After hearing no public comment, the commission voted to recommend that the Board of County Commissioners amend service area map 3-4 to change the property’s water category to W-3D, and authorized the commission chair to sign the recommendation resolution.
The subdivision must return to the planning commission for preliminary approval, and engineering and final public works agreements will follow as the developer advances the project.
