Planning commission approves concept plan for Potomac Land Lodge and Restaurant

The St. Mary's County Planning Commission on May 29 granted concept-approval for the Potomac Land Lodge and Restaurant concept site plan (CCSP 05-13200046), a proposal by Chesapeake Stanford Restaurant LLC to replace an existing restaurant with a single- or two-story restaurant and a three-story lodge containing 28 units, plus marina facilities.
Planning staff said the project is in the Commercial Marine zoning district and had been reviewed during prior TEC cycles. Staff found the project could meet the four criteria required by section 60.5.3 of the zoning ordinance, that public sewer service is available, and that the lodge and restaurant structures would be elevated to meet flood-hazard zone AE requirements. Staff noted the project would reduce impervious surface by 830 square feet overall and that additional engineering and final design work would define remaining adequacy-of-facilities issues.
Applicant representatives said they would consolidate four existing site entrances to two and add state-highway acceleration/deceleration lanes on Route 249 per State Highway recommendations. Project engineer Dave Woodbury said the proposal includes stormwater treatment beyond existing site conditions, additional buffering and landscape plantings, and a relocated and resized grinder pump to serve the site’s sewer connection. Owner/developer Chuck Kimball confirmed a new drilled well is proposed to replace the existing well and that restrooms and showers would be provided for marina users; Kimball also said all lodge rooms would be handicap accessible.
A motion to approve the concept plan carried unanimously.
