The St. Mary's County Planning Commission on May 12 approved a concept site plan for the Glades Pine residential project (Phases A and B) and separately approved a preliminary major-subdivision plan for Phase A, clearing the way for the developer to proceed to engineering and final site-plan review subject to agency approvals.
Why it matters: The project is a multi-phased residential development inside the Lexington Park area that the county and the developer expect to serve by public water and sewer. It includes a mix of single-family lots, duplexes, townhouses and multifamily units and will add housing in an area targeted for growth.
What was approved: The concept site plan approval covers the development's full residential component (228 units total for phases A and B). Planning staff noted that the site was designed to achieve a higher per-acre density under the zoning allowance (design enhancements available under applications filed before a July 24, 2007 ordinance change). The commission found the project consistent with the comprehensive and Lexington Park master plans and with zoning; staff emphasized that final site-plan approval will require demonstration of adequate public facilities under Chapter 70 and all necessary engineering and agency approvals.
Preliminary subdivision and recreation requirement: The commission then considered the preliminary major-subdivision plan (Phase A) for 80 lots. Staff advised the project meets clustering and subdivision standards; the ordinance requires dedication of passive or active recreation acreage proportional to lot count, and staff calculated the project needs approximately 2.88 acres for those recreational uses. Commissioners asked the developer to identify field-level recreational space near the multifamily blocks and for a connecting pedestrian link to the nearby Lancaster Park; the developer said discussions were underway with the county parks agency and that the site includes approximately 10 acres of open space in the RL area.
Access, stormwater and buffers: Staff and the applicant confirmed two required vehicular access points to MD 235 and Herndonville/Hermansville roads and noted that stormwater, erosion-control and environmental constraints will be resolved through subsequent engineering and the TEC review process. The approved concept and preliminary motions both included conditions that final approvals satisfy chapter 70 APF findings, stormwater and sediment-control and any comments from federal or state agencies (including Navy review where applicable to Accident Potential Zones).
Vote and next steps: The commission approved the concept site plan and the Phase A preliminary subdivision in separate votes. Staff will coordinate final engineering, TEC agency reviews and ensure the 2.88-acre recreation requirement is secured in the subdivision plat or through other acceptable means before recordation and final site-plan approval.
Ending: The approvals permit the developer to proceed with detailed engineering and permit work; final lot approvals and building permits will follow demonstration of adequate public facilities, TEC sign-offs and required plat recordation.
