Commission approves concept plan for Lexington Knowles condominiums in Lexington Park

The Planning Commission on Jan. 28 approved concept site plan CSCP 0613200009 for a 20‑unit condominium development (Lexington Knowles) in the Lexington Park development district, finding the proposal consistent with the comprehensive plan and applicable zoning standards at the concept stage.
Staff explained the project was designed to meet use, intensity and design standards under the zoning ordinance and the county comprehensive plan and that final findings of adequate public facilities (water, sewer, roads and schools) will be made administratively by the planning director as part of final site plan review. The application shows green‑roof features on some buildings and a proposed graywater treatment pilot to be designed at a later stage; staff noted wetlands and MDE/Corps reviews would be required as appropriate.
The applicant, Bob Massey of Skipjack Construction LLC, described proposed green roofs, potential graywater treatment and local coordination with the U.S. Army Navy and Metcom for water and sewer services. Metcom staff present explained the county will require appropriate permits and licensed operators for any treated effluent reuse and that existing service capacity must be verified by Metcom and other agencies before final approvals.
Commissioners voted to approve the concept site plan; final site plan approval will require submission of engineering, a demonstration of adequate public facilities and any needed environmental permits.
