Oak Creek awards $1.12 million contract for Pewds and Liberty roundabout

The City of Oak Creek Common Council voted Feb. 4 to award the unit-price construction contract for the Pewds and Liberty intersection improvements — a roundabout — to Lalon Contractors Inc. at an estimated cost of $1,123,720.52.
Matt Sullivan, assistant city administrator and city engineer, said the project has been under study since early 2023 and staff evaluated multiple alternatives, including doing nothing, adding stop signs, installing traffic signals, and constructing a roundabout. He said the roundabout was selected after several iterations and design reviews.
Sullivan told the council the low bid was roughly $200,000 below the city's estimate and that some additional costs remain separate from this construction contract. He listed a planned water-main relocation that will go before the Board of Public Works at about $128,000 and real-estate acquisitions totaling about $92,000 across five properties. Construction engineering costs will be procured through a separate RFP. Sullivan said the contract includes a full closure after school ends in June, an approximately three-month construction window to finish before the school year begins, and both daily penalties for late completion and incentives for early opening. He said the water-main relocation is expected to require lane reductions for about one week.
A motion to award the contract to Lalon Contractors Inc. passed by roll call; every alderman present voted in favor.
Staff said the project remains within the previously adopted budget and that the team will return with the water-main relocation item and construction engineering procurement for council or Board of Public Works consideration.
