City briefs council on Well 4 design contract; design funded in 2025 capital budget

Monona staff presented a first reading of Resolution 25-2-2773 on Feb. 3 to approve an engineering services agreement for design of Well 4.
Public Works staff told the council the 2025 capital budget includes $148,000 to complete the design phase. The contract includes eight task orders; survey, right-of-way work, and regulatory approvals are among items that will begin in 2025 while the bulk of design work is expected in 2026. The construction management phase is not included in the design agreement.
Public Works Director said a final site location has not been set; the right-of-way along Waterman is broad and staff are preparing a certified survey map and potential right-of-way vacations. The Parks Director will participate in site conversations; staff said the likely siting area is along Winnequa Road adjacent to park property but that no siting decision is final until design and committee approvals.
When asked about timing, staff estimated a best-case scenario of the well coming online in early 2027. The director said drilling test wells and site conditions can be unpredictable but expressed confidence that the local groundwater conditions are favorable compared with other communities where test drilling failed.
The resolution will go to the Public Works Committee and return to the council for a second reading and vote. No formal action was taken at this meeting.
