At the start of the meeting Mayor (unnamed in the record) announced the swearing-in of a new council member and a city official administered the oath. During the oath Cato repeated commitments to uphold the Constitution of the United States, the Constitution of the State of Ohio and the code of ordinances of the City of Columbiana.
Council then continued with regular business after brief remarks and photographs recognizing the new member. No formal motion was required to seat Cato; the transcript records the oath and brief congratulations before the meeting proceeded to communications and the manager’s report.
