Portage County commissioners reviewed the county’s carryover and contingency list after the Portage County Budget Commission certified cash and estimated resources.
Jackie, representing the Department of Budget and Financial Management, reported the certified cash carryover was $17,100,000. The certified estimated resources (revenue estimate) remained $57,500,000, producing a total certification of $74,700,000. The board’s total appropriations, approved at the December meeting, were $68,200,000, leaving about $6,400,000 in unappropriated certificated available funds.
Jackie identified items already approved (shown in green on the circulated list) totaling about $2,700,000, including public defender office renovations, an administrative building renovation (revised downward to $783,000), courthouse HVAC improvements and a collective-bargaining agreement cost for sheriff road deputies. Removing the $2,700,000 brings the remaining contingency to about $3.7 million for other departmental requests.
Unfunded department requests listed included prosecutor and public defender requests, municipal court courtroom furniture (estimated replacement for three courtrooms), and other smaller furniture requests and long-standing vacancies that departments had agreed to hold open for the moment. Commissioners asked whether previously reduced departmental budgets awaiting certification were included; Jackie said those are part of the contingency list under “unfunded department requests.”
Commissioners commended staff and noted active oversight of carryover and contingency items, but no final reallocations were approved during the discussion: the item was presented for review and possible future action.
