Barnstable County tables FY26 operating ordinances, appoints commissioner to charter review; human services announces $2.7M Continuum of Care award

Barnstable County commissioners on Feb. 5 chose to postpone action on several proposed FY26 operating ordinances until their next meeting, appointed Commissioner Sheila Lyons as the county—s designee to the Assembly—s statutorily required charter review, and received a briefing on a $2,716,536 Continuum of Care (CoC) funding award.

The board moved to table items C, D, E and F of the FY26 ordinances and to consider them at the next meeting so commissioners would have additional time to review details. "We can have a few days to sort of digest all this and go over it, ask you and Vera and Carol any questions, and then vote on it at our next meeting," a commissioner said. The motion to table passed on a roll-call vote with Commissioners Mark Forrest, Ron Bergstrom and Chair Sheila Lyons recorded as voting yes.

On charter review, Chair Lyons accepted appointment as the commissioners— designee to participate in the Barnstable County Assembly—s charter review process that is required every five years. Commissioners discussed the value of an independent charter commission for substantive reforms, but agreed Lyons should represent the board during the assembly—s initial review and report back to the commissioners.

Human services briefing: Joe Pacheco, Director of Human Services, told the board the county received a Notice of Funding Opportunity (NOFO) renewal award for Continuum of Care programs totaling $2,716,536, an increase of nearly 10 percent year over year. Pacheco credited staff, a volunteer review and ranking committee, and a consultant for preparing the competitive application. He described examples of funded services including the Homeless Management Information System (HMIS) and partnerships with domestic-violence provider Independence House.

Why it matters: Tabling the ordinances gives commissioners additional time to review proposed operating budgets and proposed changes to ensure consistency and clarity year-to-year. Appointment to the charter review places a commissioner directly in the assembly—s process; commissioners said an independent charter commission may still be necessary for deeper statutory changes. The CoC award funds homelessness and related services and was described as the region—s largest single award in recent years.
