Senate committee approves DMV modernization change with work group to include treasurers and commissioners

The Senate Transportation Committee voted 14–0 to report HB 2080, an agency bill carried in the House by Delegate Terry Austin, that advances a DMV IT modernization related to decals and registration renewal processes and establishes a work group to coordinate implementation.
Delegate Terry Austin told the committee the amendment creates a work group convened by the DMV commissioner to include treasurers and commissioners of the revenue and to review electronic holds and other modernization steps; the bill as amended sets a delayed enactment, with an effective date of July 1, 2026, to allow the group time to meet and report.
“This is modernization. It saves about $3,000,000 a year,” Austin said, describing reductions in replacement decals and customer time spent at DMV offices. He said roughly 560,000 people currently spend 30 minutes or more at DMV offices each year for decal or tag issues and that the modernization will reduce that burden.
DMV Legislative Director Brandon Bailey told the committee the agency strongly supports the measure as an agency bill. Industry representatives Clark Lewis and Ted Troutman from Enterprise also testified in support.
Loudoun County Treasurer Henry Eickelberg testified remotely in favor but asked the committee to consider a reenactment clause rather than a delayed effective date, arguing treasurers needed oversight to ensure the electronic hold wouldn’t shift collection burdens and compliance problems to localities. “We’re thrilled to talk with the DMV. Our concern … is that they’re gonna save money on their end and cost us a lot more time and money on our end trying to get collections,” Eickelberg said.
Delegate Austin replied that the commissioner can already place holds electronically and that the bill formalizes a work group to address implementation and that, if needed, the group could recommend legislative changes before the effective date.
The committee approved a motion to report the bill as amended and re‑refer it to Senate Finance and Appropriations; the roll call was recorded as Ayes 14, Noes 0.
