Owensboro commission adopts midyear budget amendment to fund land purchase, ARPA transfers and grants

City Manager Nate Buckmeyer summarized the ordinance as the second budget amendment of the year and said it “largely incorporates various items that you have already approved,” including grant awards that require adding associated revenues and expenses and funding for a property purchase previously approved by the commission.
The amendment was read aloud by the city clerk and then moved and seconded; the roll call vote recorded Commissioners Jeff Sanford, Sharon Nesmith, Mayor Tom Watson, Commissioner Curtis Maglinger and Mayor Pro Tem Bob Glenn voting yes. City minutes list no recorded no or abstain votes; the ordinance was approved.
The amendment formalizes the budget entries associated with recently approved grants and with the Veterans Boulevard land purchase, ensuring those revenues and expenses appear in the current fiscal-year accounting. City staff said the amendment reflects approvals already made on prior agendas rather than creating new policy.
No additional discussion or amendments were recorded at second reading. The ordinance will take effect according to the city’s normal ordinance-adoption procedures.
The commission then moved to the next agenda item.
