The Kansas Governmental Ethics Commission on Jan. 22 voted to waive a $650 civil penalty assessed to a political action committee for a late filing.
Executive Director Mark Scoglin told the commission that the PAC’s July/October filing was received on Nov. 19 while originally due Oct. 28 and that the PAC submitted a waiver request asserting medical circumstances. "In my view, this waiver request is consistent with the intention of the commission in creating that medical avenue for waiver request, and I support the waiver in full," Scoglin said.
Commission staff noted the request included supporting documents that present privacy concerns under open‑meeting disclosure rules; commissioners agreed the materials should be redacted in public meeting materials to the extent allowed by law.
A commissioner moved to waive the $650 civil penalty in full; the motion was seconded and approved by voice vote. The commission instructed staff to redact medical details from the public record as permitted by law.
