PSC consolidates Griggs County Telephone cases and issues notice for comment and hearing requests

The North Dakota Public Service Commission voted July 8 to consolidate two dockets involving Griggs County Telephone Company for a single hearing and to issue a notice of opportunity for consolidated hearing.
Commission staff explained Griggs County Telephone Company filed applications Dec. 23, 2024, seeking (1) a certificate of public convenience and necessity to serve the Leonard and Kindred exchanges (case PUD‑24‑386) and (2) designation as an eligible telecommunications carrier (ETC) in the same exchanges (case PUD‑24‑387). The Leonard and Kindred exchanges are currently served by CenturyLink.
The consolidated proceeding will consider, among other issues, Griggs’s fitness and ability to provide local exchange service, the adequacy of its proposed services, its technical, financial and managerial qualifications, and whether CenturyLink’s certificates and ETC designation should be relinquished or transferred if Griggs is granted the authorizations. The commission cited North Dakota Administrative Code 69‑02‑04‑04 in moving to consolidate and to issue notice for comment and hearings.
The commission invited written comments and requests for hearing; requests must identify the filer’s interest and reasons for a hearing and be received by Feb. 21, 2025. The commission said it may decide the matter without a formal hearing if deemed appropriate.
The motion to consolidate and issue notice passed on voice vote.
