Concord Township Council approved a packed consent agenda and several resolutions during its Feb. 4 regular meeting, adopting a $1,220,053.23 set of expenditures, appointing a new building code official and authorizing contracts and easements for traffic and trail projects.
The consent agenda vote, taken by voice, covered January payroll and bills, certificates of payment and financial releases, authorizations to advertise for several capital projects, and routine planning submissions. The council also moved and approved the appointment of James Callahan as the township's building code official.

Certificates of payment approved included $130,075.57 to Albert Cipollone and Sons (Evergreen Drive ARPA project), $13,120.49 to JJ Danielle (Spring Valley Road culvert, final payment), $8,450.10 and $6,473.30 for final payments at the Robins Way Pump Station, and several older final releases aiming to clear legacy project records.
The council authorized advertising for bids on the Bush Hill Farm goat-barn preservation project, cleaning services for township buildings and a roof replacement at the sewer plant main building. It accepted final minor subdivision applications for 64 Kirk Road and 823 Shavertown Road "for filing." The action to appoint James Callahan as building code official also passed by voice vote.
In separate motions the council approved a one-year traffic signal maintenance agreement with Rhythm (to be cost-shared with Chadds Ford), and unanimously renewed a multi-year agreement with the Brandywine Valley SPCA that governs handling of stray animals under state law (listed in the packet as Resolution No. 18 of 2025). The council also adopted Resolution No. 19 of 2025 to pursue required easements and right-of-way acquisitions for the Smith Bridal Corridor roundabout and multipurpose trail project, with staff noting negotiations would continue and condemnation would be a last resort if necessary.
