Board hears proposal for Good Group to continue managing eSPLOST collections and new East Plus 5 rollout

At the Feb. 6 work session the board heard from representatives of the Good Group about continuing the firm's role managing the district's eSPLOST collections and the forthcoming East Plus 5 collection.
Dr. Spence introduced Matt Samuelson and Dwayne Dimmesdale from the Good Group. Dimmesdale said the firm has managed eSPLOST collections for prior phases (referred to in the materials as eSpas 1–4) and will continue managing collections for phases 3 and 4 and will begin managing East Plus 5, which staff said will start collecting in April.
A board member noted the contract pages provided to the board did not include fee information; staff replied they would supply the fee schedule to the board. Dimmesdale and staff also discussed that the district has continued to receive late payments on East Plus 4 receipts and that a payment of about $27,000 was received in the most recent month; staff said additional receipts may trickle in over the next 12 months.
No formal motion or vote on the management agreement appeared on the work-session record; staff asked the board to review the agreement and confirmed April as the anticipated start for East Plus 5 collections.
