CRA acknowledges warming center volunteers; board discusses bringing Incremental Development Alliance workshop

At its Jan. 27 meeting the Panama City CRA board formally acknowledged staff, volunteers and partner organizations that operated a warming center at 80 Harris during Winter Storm Enzo and heard an introductory presentation about the Incremental Development Alliance as a possible training resource for local property owners and small developers.
Board member Lucas reported that the warming center served 131 overnight guests across several nights and thanked 126 volunteers who contributed a combined 647.5 volunteer hours, a volunteer effort the board estimated at about $20,000 in value. The board noted that Rebuild Bay and nonprofit partners helped direct about 20 people to additional programs, bus tickets or jobs. The board publicly thanked Rebuild Bay’s executive director and the volunteer teams.
Later in the meeting Board member Lucas introduced a short video and discussion about the Incremental Development Alliance, a nonprofit that offers workshops and coaching to train small local developers and to help cities align zoning and policy to support incremental, neighborhood‑led development. Board members and staff expressed support for the idea and asked staff to return in February with information on costs and logistics for hosting a workshop or training series in Panama City’s CRA districts.
No formal vote was taken beyond the acknowledgment of volunteers. Staff will research logistics and return a proposal to the board at the February meeting.
